Executive Vice President - Bart Blackstock

Blackstock joined Insure-Rite October 1, 2004 following a twenty
nine (29) year career with the Utah Department of Public Safety
where he served in various administrative posts, most recently,
Deputy Director of the Driver License Division.
Mr. Blackstock has been actively involved with
American Association of Motor Vehicle Administrators (AAMVA) for the
last 20 years. Among others, he served as both the International and
Region IV Financial Responsibility Chair, was the Region IV representative on
both the Driver License Compact and Examiner Certification Boards, and most
recently certified as a Chief Instructor for the Fraudulent Document Recognition
Program.
Mr. Blackstock holds a
B.S. Degree in Behavioral Science for Westminster College in Salt
Lake City, Utah and was President of his Junior Class. During his
tenure with the Department of Public Safety he received many awards
and commendations including the Distinguished Service Metal. He is a
member of the Utah Substance Abuse and Anti-Violence Council
committee on Driving Under the Influence, and the Utah Attorney
Generals committee on Identity Fraud.
Mr. Blackstock is also one of the foremost authorities on Uninsured Motorist Identification
Programs and Database Development having worked closely with the successful Utah project
over the last 10 years and the AAMVA Financial Responsibility
