EXECUTIVE SUMMARY

A traffic accident is a very unnerving event. After the reality of the collision has "hit," the panic of dealing with the aftermath begins. The initial thought … "I hope the other driver is insured!"

Think about it! Being involved in a car accident by an uninsured motorist is a concern that all drivers’ fear. Some motorists affirm they buy insurance to not only be a responsible driver, but to protect themselves against the uninsured motorists. There are mandatory insurance laws. The question begs asking … "Why doesn’t government help?"

We are happy to report that State Government in Utah has helped the responsible driver by creating, through legislation, the Uninsured Motorist Identification Database. Insure-Rite, Inc. was enlisted to manage this new venture. Utah is the only state to require, through state legislation, full disclose monthly of automobile insurance by ALL insurance companies. This data is "matched" to all insured vehicles in the State. This information is then provided to law enforcement in real time.

After four years of study, Insure-Rite, Inc. provides empirical evidence on uninsured motorist by:

  • Age bracket.
  • Type and Age of Vehicle.
  • Statewide statistics.
  • Each Municipal and County Government.

This data allows our government leaders to enact laws at the state and local level based on real data. Our lawmakers can enact legislation that can readily impact the problem of uninsured motorists.

This report outlines that:

  • In 1995, of the 1,392,783 registered motorists, 322, 898 were not insured.

  • In 1999, of the 1,496,046 registered motorists, 139, 395 are driving without insurance.

  • Currently the uninsured motorist rate is 9.32% of all Utah drivers; compared to the more than 23% rate in 1995.

  • Since 1995, the number of uninsured motorists has reduced by 183,503 or 60%n.

  • The chance of being hit by an uninsured motorist in Utah has decreased in the last four years from a one in four chance to a one in ten chance!

The attached data illustrates the uninsured motorist overview for the state as a whole. An additional report provides this information for each municipal government area throughout the state. For Example:

  • There are more uninsured motorists in Wendover, Utah (25.25%) than in any other municipality in the state.
  • Eureka in Juab County is a close second at 22.89%.

  • On the other end of the insured vehicle spectrum; Woodruff (1.56%) and Boulder (1.84%) rank the lowest.

 

Obviously the data provides this information for all communities in between. Imagine the impact of discussing with the elected and appointed leaders of Salt Lake City that, of the 134,921 vehicles in Salt Lake City, 15,496 or 11.49% are uninsured. Furthermore, nearly one third (32.18%) of the drivers are between the ages of 30 – 39 and nearly half of the uninsured vehicles were made between 1983 – 1990. Astonishingly, 5.93% of these vehicles are newer than 1996! Through the Utah effort of identification uninsured motorists, effective enforcement can finally be implemented!

The attached data has been compiled from various sources. The population and per capita income figures were generated through the 1998 Economic Report to the Governor. The vehicle information was provided by the Department of Motor Vehicles May 1999 submission. The insurance information was generated by the Uninsured Motorist Database, May 1999.

We have also included a newspaper article and an Editorial from a Salt Lake City daily, The Deseret News. These articles printed in April 1999 describe the Utah Program and highlight its effectiveness.

* This data was estimated by matching driver’s license information to registered vehicles. Only those names that clearly coincide were included. The sample size was large enough to produce reliable results.
